NSW Productivity Places Program

Who will it provide training for?

  • Jobseekers – qualifications that will help gain a job (from Certificate II to Diploma)
  • Existing Workers – higher level qualifications that will enhance career opportunities (from Certificate III to Advanced Diploma)
  • Employers – more qualified recruits and a better skilled workforce

Eligibility

The NSW Productivity Places Program targets job seekers and existing workers for participation in priority, nationally-recognised vocational qualifications.

The criteria used to determine a participant’s eligibility for a training place under the program have been defined broadly to encourage wide participation. These definitions are listed below.

An Existing Worker means someone who is a NSW resident and works in NSW and is:

  • a person 20 years of age or older who has been in paid employment for more than one hour in the week prior to commencement of training, or
  • a person 15-19 years of age who is not formally enrolled in school and has been in paid employment for more than 15 hours in the week prior to commencement of training.

A Job Seeker means someone who is a NSW resident and is:

  • registered with an Job Services Australia provider, or
  • an income support recipient who is not currently required to meet activity test or participation requirements, or
  • a participant in the Community Development Employment Projects scheme, or
  • not currently working and seeking or intending to seek paid employment or self-employment after completing training - this definition includes people 15-19 years of age who are not formally enrolled in school and in paid employment for 15 hours or less in the week prior to commencement of training, or people 20 years of age or older who have been in paid employment for one hour or less in the week prior to commencement of training, or
  • a participant in the Commonwealth’s Access Program, or
  • not working and participating in volunteering activities.

Priority

Within these broad eligibility requirements, Registered Training Organisations are required to give priority for enrolment in NSW Productivity Places Program courses to certain categories of participant.

Priorities are in relation to:

  • The Youth Compact, which provides an education or training entitlement to 15 to 24 year olds, and
  • The Compact with Retrenched Workers which provides a training entitlement for retrenched workers, and
  • training for Aboriginal people.

Registered Training Organisations are to give priority to placements in a NSW Productivity Places Program course for the participants listed below.

Existing Workers will be given priority for enrolment where:

  • a National Industry Skills Council or State Industry Training Advisory Body has brokered the training, or
  • State Training Services of the NSW Department of Education and Training is the referral agency.

Job Seekers will be given priority for enrolment where:

  • a Job Services Australia provider, National Industry Skills Council or Industry Training Advisory Body has brokered the training, or
  • State Training Services of the NSW Department of Education and Training is the referral agency.

Young people will be given priority for enrolment where they are:

  • 15-19 years of age and not formally enrolled in school (for any priority qualification), or
  • 20-24 years of age and are seeking enrolment in a higher-level qualification than previously attained.

Retrenched Workers will be given priority for enrolment where they:

  • are 25-64 years of age, and
  • were made redundant after 1 January 2009, and
  • hold a letter of redundancy from their former employer, and
  • are registered with a Job Services Australia provider, and
  • are seeking enrolment in a higher-level qualification than previously attained.
